The City of Romulus Planning Commission meeting on October 19, 2026, considered the Heron Park applications for conditional rezoning (RZ2025-01), special land use (SLU 2026-03), and site plan approval (SPR 2025-05). The proposal included a five-story mixed-use building with 106 apartments and about 5,763 square feet of ground-floor retail, plus townhouse development. The applicants described proposed public improvements including widening and repaving Harrow Street, dedicating right-of-way, adding a turnaround, and installing water and stormwater infrastructure. They also reported an agreement to purchase an additional parcel, which would require updated plans and public notice.
Residents raised concerns about traffic, parking, noise, neighborhood safety, and the project’s density and fit with the area. Planning staff said the rezoning of the approximately 1.2-acre area appeared consistent with the master plan, but recommended delaying action on the special land use and site plan because additional explanation and revised details were needed. The commission unanimously voted to postpone all three applications until the applicant revises the proposal and returns after staff review. No procurement activity, contract award, or public spending approval was identified.
