The City of Hemet Planning Commission met on October 20, 2026. The Commission continued the Ramona Creek Specific Plan Phase One extension-of-time hearing to November 17, 2026, to allow the City and Richland Ventures to discuss new conditions related to stormwater drainage and flood-control costs. Staff and the applicant described negotiations as unresolved; the applicant said it had invested about $2.5 million in entitlements. Commissioners supported further discussion, including the possibility of a participation agreement, but took no action on the requested three-year extension itself.
The Commission approved a recommendation that the City Council adopt a development agreement for Rancho Diamante, Tentative Tract Map 36841. The agreement would extend the map for an initial ten years, with a possible one-time five-year extension, lock in current development impact fee rates, and provide $10,000 each to the Friends of the Hemet Public Library and Hemet Heritage Foundation, plus a public artwork. The project’s map and development proposal are unchanged; staff said prior environmental review remains applicable. Other discussion covered a proposed Prop. 45 CEQA process, future planning schedules and agenda items, and a request for a future update on city grants. No procurement or contract award was identified.
