The Macomb County Board of Commissioners’ Finance, Audit, Budget Committee met on October 19, 2026, for departmental reviews of the proposed 2027 budget. No contracts or bids were awarded and no budget appropriations were approved; the committee voted 10–0 to receive and file the reviews. Purchasing reported that savings from the print shop closure are funding the reclassification of a printing and graphics specialist to a buyer, with no added headcount for that change. The department also proposed a procurement operations manager to improve purchasing processes, controls, reporting, and support for departments. It plans to broaden vendor participation in competitive solicitations and use cooperative purchasing contracts where appropriate.

Other budget items included Finance’s proposed three fiscal analyst positions and an increase in its contracted-services budget from $250,000 to $350,000, primarily for support from Plant Moran. Equalization requested an additional $2,000 for database-management contract work; the contractor’s current arrangement is capped at $9,500. Presentations also covered Workday-related financial controls and reporting, and a Treasurer’s Office pilot using AI to process reports. These were budget-review discussions rather than procurement approvals. The committee also recognized retiring Finance Director Steve Schmeagel and received and filed correspondence and a public comment; no procurement action followed.
