At its October 20, 2026 regular meeting, the Rosemount City Council approved several consent-agenda items, including authorization to execute the 2026–27 LELS captains’ union contract, a mediated settlement agreement with Northern Lines covering three city projects, and acceptance of Emerald Hill Path improvements. It also accepted $200 donations each from Dakota Electric and McDonald Remodeling for Haunted Trail expenses and declared Park and Recreation tables surplus for sale or disposal. The council separately established Industrial Development District No. 2 and approved Ordinance 2026-6 authorizing the Port Authority to issue up to $75 million in general-obligation bonds for the Built to Play initiative; the motion passed 4–0. The estimated project costs were about $62.6 million, with final costs and financing still subject to project design and bids. The council emphasized that this action establishes authority and a framework only—it does not approve or issue bonds or finalize the projects.
Discussion covered future procurement and project delivery: staff said a construction manager-at-risk approach is being considered for the ice-rink project to support design coordination and cost control, while other projects are expected to use more traditional bidding. The city described the projects as preliminary, with further design, public engagement, and financing decisions to come. Residents raised concerns about affordability, voter input, statutory authority, operating and maintenance costs, and transparency; supporters cited community and economic-development benefits. Staff also reported that construction had begun on the previously authorized Fire Station 2 remodel and addition, following a prior contract award. No new construction contract awards were made at this meeting.
