The Richmond Neighborhood Coordinating Council meeting on October 19, 2026, included a presentation on Measure Q, a proposed general-obligation bond of up to $120 million for Richmond Fire Department facilities. The chief described station replacements and repairs estimated at about $98 million, plus roughly $2.5 million in upgrades, as part of the city’s broader infrastructure needs of more than $1.1 billion. The bond would require two-thirds voter approval, with funds restricted to specified fire-facility projects and public oversight; the presentation was informational, and no vote was taken. A fire-department grant was also reported to support acquisition of a Type 3 wildland fire apparatus. The city’s facade-improvement pilot had 23 active applications awaiting final plan approval, with funding not yet distributed. An RFP for a consultant on the State of Black Richmond report had closed, and interviews were underway, with a recommendation expected before year-end.
Other project updates included the expected final payment under the original $28.5 million U.S. Navy agreement for Point Molate environmental cleanup; the city said future site use is planned as parkland and open space, with ongoing maintenance and cleanup funded through the city budget. Marina Bay dredging permitting is underway with contractor Haley & Aldrich, and work is expected to finish in February 2027. Public Works reported routine street, park, lighting, and cleanup maintenance, while neighborhood representatives discussed local traffic, park, and environmental concerns. No procurement awards or spending motions were identified.
