At its October 20, 2026 meeting, the Volusia County Council discussed a public-art proposal for the planned outdoor learning center. A proposed “Galaxy Mangrove” artwork, estimated at about $38,000, was not approved; the Council voted 6–0 to table the item for up to two months and asked staff to return with the proposal and the other top options, along with possible changes to the selection process. Staff said the current process solicits proposals from three artists and that the art budget is 0.5% to 1% of construction costs. No contract award was made. The Council also approved on second reading an ordinance banning data centers of 50 MW or larger; a public speaker urged the county to consider rules for smaller centers as well.

The Council approved several land-use items, including plan and zoning changes and an appeal allowing a pool, but these were not procurement actions. Public comments raised concerns about tree protection, conservation land, road safety, and preserving law-library services. The meeting also included a Veterans Day proclamation and a report on the county’s veteran-support program; the report noted a Vietnam monument provided by the Vietnam Veterans of America and valued at more than $35,000. No other significant purchasing or contract awards were identified.
