The amendment increases the Capital Improvement Program (CIP) Fund by $500,000, including $500,000 in Utah Outdoor Recreation Grant funds for Lester Park improvements and a correction reallocating funds to playground projects, including improvements at Thomas Park and a pavilion restroom at JC Park. The Golf Fund increases by $346,000 from retained earnings for equipment, phased kitchen improvements at El Monte Golf Course, Mount Ogden irrigation work, and a $150,000 net. The Medical Fund increases by $2 million for Wildland Fire program costs and equipment, including an $800,000 fire engine; the Fleet and Facilities Fund increases by $838,000 to account for related equipment. The council also approved the reappointment of Chris Zimmerman to the Public Safety Employee Appeal Board; no contract awards, RFPs, or vendor selections were discussed.
Other discussion included recognition of the Path to Citizenship Program, which city partners support with classes and legal services; council members noted prior action to secure city funding for the program and explore additional resources. Public comments raised concerns about policing, immigration enforcement, public-comment procedures, homelessness, and community engagement. The mayor said the administration was reviewing police-related matters and anticipated policy updates before year-end. No additional procurement action was taken on those topics.
