Cottonwood Heights City Council business session, October 20, 2026. The Council postponed action on two resolutions concerning a proposed police firearms training facility after residents raised concerns about its location, neighborhood impacts, public engagement, and long-term costs. The facility was described as costing about $2.38 million, with approximately $2.1 million expected from a federal grant and a proposed $155,000 local contribution from capital-projects fund balance; projected rental income was also discussed. Although the facility-related resolutions were removed from the agenda, the Council later approved the FY 2026–27 budget adjustment, which the finance director said included the $155,000 range-related amount. The adjustment also included $1.257 million for stormwater capital needs, including rebudgeted and additional emergency-project funding, and appropriated $300,000 received from the County for Fire Station 110 maintenance. No vendor selection or contract award was identified.
The Council approved the appointment and compensation ordinance for a new assistant city manager focused on economic development; the associated budget adjustment identified $267,000 in annualized expense. It also approved budget amendments and appointments to advisory committees, including a Citizen Budget Advisory Committee established after the recent property-tax increase. The finance report noted the prior year ended with a $4.733 million general-fund balance and described revenue and spending trends. Other policy matters included passage of an ordinance addressing Bitcoin-related fraud and a report that proposed short-term-rental ordinance changes would go to the Planning Commission before a planned Council vote on November 17.
