The City of San Clemente Design Review Subcommittee met on October 14, 2026, in its historic-preservation capacity to review four applications for new Mills Act historic property preservation agreements. Staff described the program’s 10-year initial term, required improvement plans, five-year inspections, and the need for separate permits for many improvements. The county assessor’s estimated combined annual property-tax savings for the four properties is $69,354. Staff supported the applications, and the subcommittee provided feedback for nonbinding recommendations to the City Council; the transcript does not record a final Council decision or a formal vote on the applications.
Discussion covered maintenance and repair work—including roofs, gutters, structural and stucco items, windows and doors, and exterior equipment—and adjustments to several applicants’ completion schedules. Members emphasized preserving historic materials, clarified that adding or removing improvement items would require Council approval, and discussed permitting and possible future work on a garage and patio. No procurement activity, contract awards, vendor selections, or purchasing decisions were identified.
