Jersey City Municipal Council caucus, October 19, 2026: Members reviewed upcoming resolutions and procurement items; the transcript records discussion rather than substantive votes on those items. The tax collector and administration discussed proposed accelerated and electronic tax sales (resolutions 10.22 and 10.23), with approximately $7 million in expected revenue at issue. Council members questioned the lack of a formal installment-plan application process and discussed the statutory timing, taxpayer notice, and potential budget impact. A standing finance committee ordinance was also reviewed, with the stated goal of ongoing council review of budgets, revenue forecasts, debt, cash position, and grants.

Procurement and spending items included a time-sensitive $193,511 Herk Rentals chiller rental for the Pershing Field Ice Rink, funded from Recreation’s operating budget, after procurement issues arose with cooperative purchasing and installation requirements; staff said a separate RFQ was being developed for a permanent solution. The council also reviewed a $1,575,700 Adamo Brothers Construction award for Arlington Park improvements; a proposed $472,924 renewal with Jersey City Medical Center for employee medical examinations; a six-vehicle award to National AutoFleet Group; and a Panetta Industries Automation LLC award for Pershing Field HVAC replacement (amount not stated). Other items included $222,996.45 for fire-truck repairs, of which $100,000 is the city’s insurance deductible; a $91,326 federal grant to procure Blue Team NextG police software; and a $5 million grant increase associated with ferry access and eligible transportation expenses. Members also discussed rejecting all bids for the municipal court HVAC project and revising its scope before rebidding. A proposed mental-health-first-responder RFP was raised as a late item but had not yet completed legal review.
