At the October 20, 2026 Montgomery City Council meeting, the council unanimously approved a renewal contract with Blue Cross Blue Shield of Alabama for group plans and a contract involving Environmental Alliance and ADEM for assessment and remediation connected to the Capital City Clean Up in downtown Montgomery. It also unanimously approved a $57,666 DOJ JAG grant application, to be divided between the city police department and county sheriff’s department. A discretionary-funds resolution was approved as amended to direct $39,000 to Bell Chase Road paving through Public Works. The mayor reported that the city had secured federal preservation grants of $750,000 for the historic St. Jude campus and $800,000 for the Ben Moore Hotel, including $750,000 for stabilization and rehabilitation and $50,000 for oral-history and documentation work.

The council carried over the proposed resolution establishing the Health Care Authority of Montgomery; the mayor said it could provide a structure for up to $40 million in state-authorized capital bond funding, with public accountability and restrictions on use, but the proposal was not approved at this meeting. The council also carried over a proposed ordinance on residential leaf disposal to review enforcement options after public concern about criminal penalties. Three specialty hemp retailer applications were approved, and a council member asked staff to explore possible location restrictions near schools and churches. No other major procurement awards were identified.
