At its October 20, 2026, regular meeting, the Turlock Unified School District Board received an update on the district’s general construction process. Following civil grand jury recommendations, staff described an internally adopted checklist covering project initiation, planning, execution, and closeout, intended to improve compliance with state timelines and preserve eligibility for state matching funds. The process calls for stakeholder input, concurrent plan submissions to the California Department of Education and Division of the State Architect, board authorization before bids are solicited, and board approval of contractor awards. Staff also emphasized scrutiny of change orders and requiring projects to be fully complete before bringing a notice of completion to the board. This was an informational presentation; no construction contract or bid was awarded. A draft revision to the board governance handbook was also presented for information, with approval expected at a future meeting.
The board approved community donations as presented, including Applebee’s Turlock’s $11.92 cash donation and $150 in school supplies for the Family Resource Center. In an overview of Turlock Adult School, staff reported current-year funding of $250,642 in federal grants and $1,430,485 through the state adult education program, supporting its classes and operations; no new funding allocation was proposed. The board also voted to adopt the district’s initial sunshine proposal for successor negotiations with CSEA for 2026–2029.
