The City of Louisville, Colorado City Council held its regular meeting on October 20, 2026. At a public hearing, staff presented the City Manager’s proposed 2027–2028 operating and capital budget, describing the two years as transitional and structurally balanced while noting that expenses are projected to outpace revenues in later years. The capital program includes more than $50 million in investment, and the consolidated utility funds include $65.3 million in capital investment. Staff reduced the planned Sid Copeland Administration Building project by $2 million, from $5.4 million to $3.4 million, and said bonding may be needed to smooth larger utility projects; a public financing study session will follow. Council voted to advance the budget to the November 2 adoption hearing, but did not adopt it at this meeting. The presentation also covered staffing and operating adjustments, fund transfers, and revised parks, recreation, golf, and open-space forecasts.

Council approved Resolution No. 101, Series 2026, authorizing a $15,000 historic preservation grant for restoration of the front porch at the Mudrock House, 613 Grant Avenue. The grant had been reviewed by the Historic Preservation Commission, which recommended approval. No contract awards, bids, or vendor selections were identified. Council also discussed a draft handbook and possible changes to boards and commissions, including potential mergers and work-plan procedures; staff will bring the handbook back for consideration, with related code changes expected in 2027.
