The City of Portsmouth, New Hampshire Arts and Cultural Commission met on October 19, 2026. Members approved the September 14 minutes, with two abstentions. The main procurement- and infrastructure-related discussion concerned a CIP request for a stormwater pumping station to reduce flooding risks around Strawberry Banke, Prescott Park, and nearby cultural organizations. The request had received a staff recommendation against proceeding with a pump-station study at this time, citing the city’s focus on critical infrastructure and a planned drainage-pipe replacement as part of the Prescott Park master plan. Funding for that plan remains uncertain, and no pump project, funding allocation, or contract was approved. Commission members agreed to develop a statement supporting a broader, coordinated discussion of stormwater management and cultural-resource preservation for possible consideration at a future meeting.

The commission also reported on preparations for an Artspace site visit scheduled for January 25–27, 2027, as part of an artist live/work feasibility study; members discussed potential advisers and sites, but no procurement decision was reported. Other updates covered arts advocacy and education, a public-art video series, and artist resources. No vendor awards or spending actions were identified.
