**Body:** City of Eugene Public Meetings
**Date:** October 14, 2026
**Jurisdiction:** SLED

The October 15, 2026 EETAC meeting of the City of Eugene Public Meetings focused on the Economic Opportunities Analysis (EOA) and related employment-land planning for 2026–2046. Beth Goodman of Echo Northwest, the project’s primary consultant, presented employment trends, uncertainty factors such as remote work and AI, and forecast scenarios. The discussion considered a planning assumption of approximately 0.9% annual employment growth, as well as local opportunities and challenges, including the University of Oregon’s research activity, industrial-land access and servicing, permitting timelines, and redevelopment of commercial areas. The consultant said the forecast and supporting analysis would be refined with additional input.

The group also reviewed the method for adjusting net residential densities to account for land used for public rights-of-way and private streets, to improve the buildable-land capacity analysis. Participants offered guidance on the approach; the consultant will verify the figures and provide a written summary. No procurement decisions, contract awards, spending motions, or budget allocations were identified. Echo Northwest’s role was described as consulting on the analysis, but no procurement action was discussed.
