Quincy City Council and Municipal Technology Committee meeting, October 19, 2026. The committee reviewed the municipal broadband project and the administration said it would put the project on hold indefinitely, with no plan to advance it or bring further materials to the council. To date, the city has spent about $500,000 on contracts with Entry Point Communications and Tilson Technologies for planning and engineering; the pilot-area design-build RFQ was paused, no physical construction began, and the enterprise fund has no balance or outstanding authorized bonds. Earlier estimates cited roughly $50 million for the pilot and $200 million for a citywide build. Members cited new private fiber and fixed-wireless competition, including GoNetSpeed’s announced $34 million investment and Verizon Fios expansion, as reasons to reconsider the municipal build. No formal vote to cancel the broadband project was recorded.

The council unanimously approved the location and lease for solar arrays on the General McConville Way parking garages. The developer will fund construction, while the city will purchase generated electricity under 25-year agreements at stated worst-case rates of 22¢ and 16¢ per kWh; a performance bond provides financial protection, and the city may retain the equipment at the end of the term. The council also approved a resolution requesting identifying markers on city-contracted snow-removal vehicles; the department said it is considering a limited pilot because current-season contracts are already in place. A separate 8–1 resolution urged the administration to terminate Flock Safety contracts, stop data collection, and remove or cover cameras; it is a recommendation, while the related surveillance-technology ordinance was referred to committee. The council referred a review of the Eastern Nazarene College campus proposal to committees; potential affordable-housing and Community Preservation Act funding was discussed, but no funding approval was taken.
