The Durham City Council regular meeting was held October 19, 2026. The council unanimously approved the consent agenda, which included several infrastructure and facilities procurement items: Amendment No. 1 to contract ST2026-01 for Hunting Ridge and West Lavender stormwater improvements; environmental and geotechnical design services from A1 Consulting Group for the Pre-Regulatory Landfill Parks Project; construction services from The Danielle Group for the City Hall Reconfiguration Project; multimodal design services with Kimley-Horn & Associates; design work with Kittelson & Associates for Duke/Rex corridor improvements; a waterline replacement construction award to Carolina Civil Works; and water-treatment upgrade services with CDM Smith. The consent agenda also included a fiscal-year funding carryover and other capital and assessment items. The proposed capital investment and job creation incentive agreement with AbbVie, Inc. was postponed to the November 16 meeting.
Council separately and unanimously approved HUD grant ordinances, including a $158,755 Continuum of Care planning grant with a required $31,751 city match, and an Emergency Solutions Grant whose amount is garbled in the transcript (rendered as “$127,000 four cents”). The mayor reported $175,000 secured for local food-access work and up to $750,000 in Bloomberg Philanthropies support for accessory dwelling unit and housing initiatives; these were updates rather than council procurement awards. The council also unanimously confirmed street and utility assessment rolls and designated the Cranford-Wanamaker House a local historic landmark. No vendor-selection policy or procurement-rule changes were identified.
