The City of Janesville Plan Commission met October 19, 2026. It considered Wangard Partners’ proposed 208-unit, eight-building multifamily development at 3301 and 3401 Sandhill Drive, including a comprehensive plan amendment, rezoning, and conditional use permit. The commission adopted the future land-use amendment by a 5–1 vote, with the amendment and rezoning scheduled for City Council review on November 23. It unanimously approved the preliminary development plans and conditional use permit, subject to staff conditions. Discussion addressed traffic, neighborhood compatibility, stormwater management, and site access; the developer described proposed stormwater facilities and Wangard’s self-management of the property. A final development review may return to the commission.

The commission also unanimously adopted Resolution 2026-02 recommending creation of Tax Incremental District No. 44, a proposed 55-acre mixed-use district intended to support housing, development incentives, and public infrastructure; the plan goes to the City Council on November 23. It unanimously recommended a city/developer land exchange near Briar Crest Park to the City Council: a city-owned parcel of about 5,660 square feet would be exchanged for developer-owned parcels totaling about 0.44 acres, with the transaction intended to support the road alignment, development, and park space. The commission noted it had not reviewed the financial aspects of the exchange. No contract awards, bids, or purchasing decisions were identified.
