The Oklahoma County Citizens Bond Oversight Advisory Board met on October 20, 2026, to review progress on the Behavioral Care Center (BCC) and Adult Detention Center (ADC) projects. The BCC remains within its $50 million overall budget, originally split between $40 million in ARPA funds and $10 million in local funds. Staff said the original ARPA allocation is expected to be fully spent by the end of October; about $250,000 received back from a nonprofit was used for the access-control system, with that additional funding expected to be spent the following month and local funds thereby preserved for other use. BCC substantial completion is scheduled for December 17, with some added-scope work extending into the first quarter of 2027. The operator’s anticipated March 1 takeover and April occupancy depend on the County Commissioners approving its contract, with timing also tied to the November 3 vote. A change-order log showed nearly $1.5 million in items under review; the District Attorney’s Office, the project manager, and contractor representatives were continuing discussions, with no outcome reported.
For ADC Phase One, construction staff reported ongoing foundation and grade-beam work, with structural steel and precast panels expected to begin in mid-November. The projected overrun being monitored was described as approximately $2.5–$3 million; no contract award or spending vote on the project was reported. Preparation for Phase Two is underway, contingent on the November vote. The board also approved a 2027 regular-meeting schedule, including changing January 5 to January 12 and shifting from the third Tuesday to the first Tuesday. Members discussed arranging a public event to recognize meeting the ARPA deadline.
