At the City of Raleigh City Council work session on October 20, 2026, council received a presentation on the Hillsborough Street 2040 Vision Plan, developed through a year-long planning process for the corridor and its Municipal Service District (MSD). The plan proposes goals for economic development, public realm and design, and events, arts, and marketing. Recommendations include improving storefront diversity and responsible nighttime activity, enhancing streetscapes and public spaces, continuing the unfinished Phase 3 streetscape work, and strengthening the Hillsborough Street organization’s capacity to implement public-realm projects. No contract awards, procurement approvals, or votes were reported.

Discussion focused on implementation, funding responsibilities, and corridor impacts from growth. The consultant recommended MSD rate stability, allowing revenue from new development to support increased service demands, and giving the MSD board a greater role in setting assessment rates; these were recommendations, not adopted decisions. Council members called for clearer implementation plans identifying responsible parties and costs, and further analysis of parking supply and utilization, transit, pedestrian and bicycle safety, loading zones, and rideshare activity. The organization plans to present the plan to stakeholders and prioritize near-term actions; council also encouraged coordination with city transportation staff and NC State.
