Roanoke City Council meeting, October 19, 2026. The Roanoke Neighborhood Advocates annual report described an annual operating budget of $4,474 and $42,200 available each fiscal year for neighborhood and community group grants, including startup support and one-time safety, beautification, and gathering projects. The board reported about $120 in meeting food expenses and $375 for a 2026 virtual conference, and expects to replace worn items in its free block-party kit in FY2027. Council also unanimously approved rezoning two privately proposed housing developments: seven cottage homes at 0 Jeanette Avenue SW and a 23-unit apartment project at 0 Franklin Road SW. These were land-use approvals, not city contract awards or purchases.
Council unanimously approved a resolution to amend Enterprise Zone 1A, adding approximately 30.71 acres and removing about 41 acres, and authorizing an application to the Virginia Department of Housing and Community Development; the changes principally add Ringana and a portion of Boundless ABA, with submission due by November 1. Public comments raised concerns about transparency surrounding a proposed Google data center and public-land sale at Woodhaven, but council took no action on that matter during this meeting. A speaker also asked the city’s Water Authority delegates to review a sewer-connection policy that may hinder accessory dwelling units; no action was recorded. No procurement solicitation, vendor selection, or contract award was identified.
