The City of San Rafael’s joint meeting of the Board of Library Trustees and Park & Recreation Commission on October 15, 2026, focused on the proposed new library and community center at Albert Park, funded by Measure P. Staff reported that Griffin Structures was hired in October 2025 through a competitive process to provide project management support. The city selected XL Construction and SOM through a progressive design-build procurement process; City Council was scheduled to consider awarding their contract on November 2, 2026. No procurement-related vote was taken at this joint meeting. Staff also reported a separate RFP for community-engagement services drew 24 responses, with interviews planned for the following week and a contract targeted for December.

The preliminary building program is approximately 50,000 square feet, with expanded library, community-center, and shared-use spaces, alongside outdoor improvements. Staff said the program fits within the Measure P budget, but parking, site design, and community priorities will be developed further with the design team and through additional engagement. The stated schedule targets conceptual design from December through June, construction-related activity beginning by August 2028, and a grand opening in 2030. Commissioners also discussed maintaining recreation services during construction, expected to begin when the existing community center closes at groundbreaking; no replacement location has yet been determined.
