The City of Jacksonville Beach City Council’s regular meeting on October 19, 2026, included public comments about enforcement of RV and boat parking rules, safety and design concerns with the South Beach urban trail construction, and after-hours activity at the former Constitution Cove landfill site. Council also discussed state land-development legislation and an upcoming e-bike policy effort. No contract awards, vendor selections, bids, or other procurement actions were identified.

Council unanimously adopted amendments to the special events policy, including stricter sea-turtle protections and event-location and scheduling changes, and approved amendments to special-event fees that eliminate rental charges for certain facilities. It also unanimously approved increasing eligible employees’ compensatory-time accrual limit from 40 to 100 hours, with staff stating the change would have no cost to the city. On first reading, council approved an ordinance allowing a simple-majority vote to suspend or reactivate pilot programs and scheduled a second reading for November 2, 2026.
