The Greenfield Conservation Commission meeting on October 13, 2026, addressed wetland jurisdiction, suspected violations, and a preliminary discussion of application fees. The Commission voted to issue negative determinations for a storage facility’s hedge and fence replacement, under both the state Wetlands Protection Act and local ordinance, with conditions: plant species native to Franklin County in the buffer zone and riverfront area, provide 4–6 inches of wildlife clearance beneath the fence, install erosion controls during the work, and contain bittersweet for disposal. For a Clark Street site, the Commission unanimously voted to issue an enforcement order requiring a wetland delineation and a remediation plan for Commission approval by November 24. Members also discussed suspected dumping and tree clearing at other locations; the agent was directed to pursue a cease-and-desist notice for ongoing storage or dumping and seek further guidance before determining restoration requirements.
The agent presented preliminary ordinance and fee-schedule ideas, but no fee or ordinance change was adopted. Members discussed allowing certificate-of-mailing notices as an alternative to certified mail, which can cost nearly $11 per letter, and potential flat fees for local applications; examples from other municipalities generally ranged from about $75 to $200, with differing views on whether RDAs should carry a fee. The stated purpose was to help cover administrative costs and sustain the conservation agent’s role. The Commission also received an update on a possible land donation to the Quantico Island conservation area; members requested an itemized list and cost assessment for removing cabin materials, but no purchasing or removal decision was made.
