The Franklin Planning Board met on October 19, 2026, and approved the August 24 and September 28 meeting minutes. The main agenda item was a continued special permit review for 9 and 13–15 Main Street, focused on traffic and parking. The applicant’s traffic consultant, Vanasse & Associates, presented its assessment; the town’s peer reviewer, Beta Group, and DPW raised outstanding questions about sight lines and safety at the Depot Street driveway, proposed changes to the left-turn restriction, signal timing, parking below the town requirement, and delivery-truck loading. Board members and residents also raised concerns about congestion, MBTA-related traffic and pedestrian surges, winter parking, and preserving downtown parking and retail space.
The Board voted to continue the special permit hearing to November 2, 2026, with traffic discussion planned for November 16, allowing the applicant to address the review comments and provide further information. No contract awards, purchasing decisions, or other procurement activity were identified.
