At its October 15, 2026 meeting, the City of Flagstaff Water Commission reviewed a draft ordinance for high-volume water users. Staff said the draft is still under development and has not been reviewed by legal staff; no vote was taken, and the commission lost its quorum during discussion. The proposal would generally apply to users requesting 100,000 gallons per day or more, multiple meters, or a meter of at least 3 inches, and would require a water-efficiency plan, an assessment of community benefit, and review of water-resource allocations. Commissioners and staff discussed whether review should also be triggered when a proposed use exceeds its parcel allocation, how peak demand should be considered, and whether applicants should help fund needed system infrastructure. Staff will revise the draft, clarify the role of Economic Vitality and the review process, and circulate materials before revisiting the item at a future meeting.

Staff also reported that the federal government is coordinating water deliveries to the Grand Canyon South Rim: Flagstaff authorized up to 200,000 gallons per day, with a maximum of 250,000, through approximately November 13, with the water charged at standpipe rates. The Bureau of Reclamation has agreed to an appraisal study for Red Gap Ranch; a cost-share agreement is still being developed and may go to City Council early next year. No contract award or procurement vote was identified.
