The Rockingham County Board of Commissioners’ regularly scheduled meeting on October 19, 2026, included approval of a resolution authorizing the Public Finance Authority to issue tax-exempt bonds for the benefit of Piedmont Affordable Seniors Housing Foundation Holdco LLC and the Landings at Rockingham. The underwriter stated the bonds would not be a financial obligation of Rockingham County, which would not be party to the financing documents or bear the bonds’ costs or risks. The board approved the resolution; no bond amount was stated. The board also approved a conventional rezoning from Light Industrial to Residential Agriculture for an approximately 17-acre property on Elm Grove Church Road.
The principal development matter was case 2026-14, a conditional rezoning request for the proposed Dalton Farm residential project at 1329 Ellisboro Road. After extensive public comments about density, traffic, public services, agricultural land, and the application process, the board approved the request 3–2 with conditions, including a cap of 1,100 homes, at least 30% open space, community amenities, specified setbacks and buffers, and siding requirements. The applicant said the project would be built in phases over an estimated 10–15 years and that the developer would fund required road improvements identified by NCDOT and the water and sewer infrastructure; costs were not specified. The applicant estimated approximately $2.73 million in annual property-tax revenue at full buildout, based on an estimated $400 million property value. No procurement awards or county purchasing actions were identified.
