At its October 15, 2026 meeting, the City of Flagstaff Housing Authority Board of Commissioners approved Resolution 2026-06, recommending that City Council authorize an application to HUD’s Rental Assistance Demonstration (RAD) program and related steps toward redeveloping public housing as long-term affordable housing. The proposal covers Siler and Brandon Homes and scattered-site properties, with plans to determine project scope and include a mix of housing types. The board’s action was a recommendation, not a final City Council approval or a contract award; the resolution passed with one commissioner abstaining.
Staff described a future request for proposals to identify a co-development partner, along with possible use of Low-Income Housing Tax Credit financing and $5 million in bond funding, among other sources. The resolution also recommends forming a nonprofit affiliate, initially using existing staff and without new startup funding, to support ownership, financing, and project risk management. Staff emphasized that the redevelopment is intended to preserve and expand affordable housing, protect residents’ rights, and limit relocation impacts. The item was scheduled for City Council discussion at an October 27 work session and further consideration on November 3; no vendor was selected and no procurement contract was approved at this meeting.
