🏗️ Construction & Infrastructure 🚨 Public Safety Physical Infrastructure Grants & Funding

The Burleigh County Park Board and County Commission met on October 19, 2026. The Park Board unanimously approved awarding Prairie View Landscaping the Kimball Bottoms project for $46,004.82, funded temporarily from General Reserve because the Corps of Engineers accelerated the required schedule; the engineer’s estimate had exceeded $87,000. The Commission approved moving forward with a separate RFP process to select an architect for the Burleigh East parking-lot renovation, estimated at $300,000–$600,000, and approved the 2025 and 2026 Justice Assistance Grants for equipment purchases in partnership with the City of Bismarck; grant amounts were not stated. The Commission also unanimously approved using reserve funds to make affected taxing entities whole for an approximately $900,000 property-tax levy shortfall caused by a calculation error.

Other capital-project updates included construction delays on the City of Bismarck’s approximately $32 million Hay Creek gravity sewer project and a revised expected completion date of November 5 for the Apple Creek Road bridge work; no new county contract award was reported for either. The county’s finance and treasurer software is scheduled to transition to a cloud version, requiring an approved one-day public-office closure in January 2027. The HR director reported that the county was negotiating with Blue Cross Blue Shield of North Dakota over higher administrative and stop-loss costs for 2027. Passenger-rail restoration was discussed as an advocacy and planning effort, with no action or funding request before the Commission.
