Newton City Council meeting, October 19, 2026: The council received a broad Capital Improvement Plan (CIP) update covering school buildings, public safety facilities and vehicles, streets and sidewalks, parks, water, sewer and stormwater systems, and climate-related investments. The presentation described major school projects—including Ward and Underwood, Newton South, and planning for Brown Middle School—and reported that Countryside and Franklin are substantially under budget. The city reported investing $70 million in school projects from free cash since 2023, with 80% ($275 million) of current debt service tied to school projects. Other notable figures included an estimated $6–8 million for the Bulloughs Pond Dam project, a proposed $2 million in FY2029 to make Washington Street pilot changes permanent, and continued street investment amid sharply higher construction-material costs. No contract awards or vendor selections were made. The administration said it is reviewing bid structures and insurance requirements to encourage bidder participation, and is exploring options through a school bus bid for a possible phased transition to electric buses.
Council discussion also addressed potential MSBA and Community Preservation Act funding, future debt-exclusion financing, and plans to improve public access to CIP project information. The administration agreed to provide the council with a debt-retirement schedule and additional project information. On procurement-related policy, the council discussed—but did not act on—possible changes to make street and sidewalk contracting more efficient. The council rejected an amendment to the overnight parking ordinance 11–13, then passed the original item 18–6; it also unanimously approved moving the Commission on Disability from Planning to Health and Human Services. These votes did not approve spending or contracts.
