Cleveland Heights City Council Committee of the Whole, October 19, 2026: Sustainable Community Associates reported that work on the Park Synagogue/Mendelsohn Building redevelopment is on schedule, with approximately $56 million invested in phase one. About 75% of the public improvements funded through the city’s loan and grant are complete; the remainder, including trails, is expected in spring. The restored building is expected to open in early summer 2027, and construction on approved market-rate townhomes may begin around April. A larger residential project on the Honda dealership site remains a longer-term possibility. The council also discussed potential covered bus stops with RTA and future RFPs for vacant lots and homes.

During legislative review, council discussed an amendment to the AJCM Contractors agreement for ARPA-funded, spot sidewalk replacements; a state traffic-safety grant for police overtime; and an appropriation amendment involving ARPA funds and the grant. Other procurement-related items included a 2027 Ford F-600 purchase through Sourcewell for DPW special refuse and recycling pickups, five real-estate purchase agreements for owner-occupant homebuilding, an amendment to GPT’s architectural-engineering and materials-testing agreement for a transportation project, and construction-manager-at-risk services for the city pool project, for which Welty was selected. Welty is expected to provide project updates through the administration. The transcript records discussion of these items but no final votes on them. Council also continued review of the ADU ordinance and discussed separating the proposed council legislative process from the code of conduct.
