Flagler County Board workshop, October 20, 2026: The board reviewed the Armand Beach conservation easement and drainage system, including maintenance responsibilities, flooding concerns, and whether portions of the easement could be released. Staff estimated work in the affected area at roughly $425,000–$500,000, but no contract or spending approval was made. The board reached a general direction to have legal staff clarify the easement and Army Corps records, and engineering staff assess drainage, access, and maintenance options, including a possible Municipal Services Benefit Unit (MSBU) and shared costs with the HOA. Staff was asked to develop the plan for further board consideration, potentially at the December 14 meeting; any release remains subject to review.

The board also discussed its meeting schedule, with a proposed schedule to return for consideration on November 2. Separately, commissioners raised concerns about the Humane Society contract, which had been extended. Staff described a possible narrower service arrangement covering dangerous-dog services and custodial animal care, possible cost recovery, and the alternative of the sheriff’s office providing animal-control services. Commissioners requested a workshop before contract decisions, tentatively discussed for November 9, ahead of a later meeting. The board discussed potential state legislative funding for stormwater, resiliency, trails, and water access, but emphasized constraints on matching funds and reserves; no funding allocation or project approval was made.
