Beverly’s Special Committee on Deficit Reduction held a public meeting on October 20, 2026, to present preliminary research and gather public input; the committee emphasized that policy decisions belong to the relevant governing bodies. The proposals remain under study, and no spending or procurement approvals or votes were reported. Potential savings discussed included changing employee health-insurance cost sharing (estimated at about $1.5 million annually, or about $2 million for a separate retiree cost-sharing option), joining the state Group Insurance Commission (estimated savings of at least $500,000 annually), and keeping pension contributions flat if market performance permits. Any insurance changes would require negotiation, with most contracts reportedly expiring in July 2027. Other revenue ideas included increasing existing parking-meter rates (about $400,000 in incremental annual revenue) and charging for currently free parking in other areas (estimated from about $470,000 annually at $1 per hour); reviewing harbor mooring fees (about $15,000 in additional annual revenue per $1-per-foot increase); and seeking voluntary contributions from tax-exempt institutions, whose potential revenue has not yet been estimated.

Further concepts included fees for the free summer park program (illustrative estimates of about $23,000 from a registration fee or $57,000 from a daily fee), expanding paid day camps, exploring municipal-electric conversion through a feasibility study that would require City Council funding, and developing a hard-to-recycle materials facility if grants are secured. The committee also discussed a possible Proposition 2½ override for a future municipal ballot, shared services, audits, and land-use reform. Some enterprise-fund activities would not directly benefit the general fund. The committee plans further public engagement and analysis, with recommendations expected in spring 2027; none of the proposals was adopted at this meeting.
