Elkhart County Live Meeting

The Elkhart County Board of Commissioners meeting, called to order October 19, 2026, approved the October 12 minutes and regular claims and payroll. The Highway Department received unanimous approval for a task order with Terracon Consultants, Inc., under its May 19, 2025 independent contractor agreement, to conduct geotechnical road borings and soil infiltration tests for County Road 17 Phase 2. No task-order dollar amount was stated.

South Bend–Elkhart Regional Partnership President and CEO Bethany Hartley reported that Elkhart County has received roughly $57 million in competitive state grants through regional programs, leveraged toward about $690 million in total county investment; she also described a planned RDA revolving loan fund for capital projects and approximately $146 million in regional redevelopment tax-credit requests. She cited a $20 million workforce-housing initiative spanning three counties. The board also approved several zoning and subdivision requests. During public comment, a resident asked commissioners to review animal-related ordinances and enforcement; no related action was taken.
