The City of Wilsonville City Council work session and regular meeting on October 19, 2026, included a presentation recognizing the Beckman Road Corridor Project with the APWA’s 2026 National Transportation Project of the Year Award. City staff described the project’s six coordinated components, including a bridge, road and intersection improvements, sewer installation, and creek/culvert work. Funding came from system development charges, the Year 2000 Renewal Plan, a Frog Pond West infrastructure fee, and a lease with the Willamette Water Supply Program. Staff highlighted the project’s progressive design-build delivery method, saying construction finished three months early with no change orders and about $400,000 in unused contract contingency returned to the city. They noted interest from other agencies in the method; no new award or procurement vote for the Beckman project occurred at this meeting.
On the consent agenda, the council voted 5–0 to adopt Resolution 3274, authorizing the city manager to execute a fifth amendment to the water treatment plant operations and maintenance contract involving the city, the water district, and Veolia Water North America West LLC; no amendment value was stated. During public input, a developer opposed the proposed Frog Pond fee and raised concerns about development-code requirements and infrastructure costs. The council took no action on those concerns. It voted to continue the public hearing on Ordinance 907, concerning the Basalt Creek master plan and related plan, code, and zoning amendments, to November 16, 2026, at 7 p.m.
