The City of Wilsonville City Council’s October 19, 2026 work session included discussion of proposed changes to SMART’s ADA complementary paratransit and out-of-town medical dial-a-ride services. Staff recommended raising the age-based eligibility threshold from 60 to 65, grandfathering eight currently eligible riders ages 60–64, and eliminating the $3 one-way fare. The service receives $288,000 in combined federal and state funding for the 2026–27 biennium, with just over $295,000 approved for 2028–29. These recommendations require council action; no formal vote was recorded during the work session. Council members also informally indicated support for continuing the Basalt Creek Master Plan public hearing to November 16 so they could review the record further.
The main capital-infrastructure discussion concerned a proposed Frog Pond East infrastructure fee to fund the developers’ local share of Stafford Road improvements, including roadway work, two roundabouts, and portions of water and sewer extensions. Staff proposed per-dwelling-unit fees of about $15,560 for single-family homes and $11,580 for multifamily homes, collected at building permit issuance. The project is intended to be built ahead of development, with fee estimates updated as design advances and at construction bidding; staff plans to return for adoption consideration on November 16. Council members discussed affordability, exemptions for commercial development and ADUs, fairness among Frog Pond areas, and the need for developer feedback. The presentation cited a $30.8 million Beckman Dip Bridge project, with a share of its cost included in the fee analysis. No fee was adopted at this meeting.
