Hennepin County’s October 19, 2026 budget briefing reviewed the proposed 2027 Resident Services and Operations budgets; no contracts or vendor awards were approved. Resident Services proposed a $164.6 million operating budget, up about $2.4 million (1.49%) from 2026. The proposal adds nearly $2.9 million in property-tax support for libraries to preserve current hours, while reducing staffing by nearly 50 FTEs across the line of business. Library capital projects at West Tonka and Southdale were reported as underway. The board was told an administrator amendment would add about $4.243 million for voting equipment as a capital expense; the equipment is expected to last 10–15 years, and staff said they would consider ranked-choice voting needs when evaluating equipment. This was a proposed amendment, not an approval during the hearing.

Operations proposed a $405 million operating budget, up $4.9 million (1.2%), including a $19 million contingency allocation. Discussion covered the county’s solar installations, broadband/fiber infrastructure, affordable housing, and technology investments. The county is replacing a CAMA system contract with an internal build, targeting initial implementation around August 2027; the former contract was about $400,000, and the current support arrangement is described as substantially smaller. Staff also reported that facility security has shifted from a mixed contracted/in-house model to a fully in-house workforce. Commissioners raised potential future reviews of software licensing, shared purchasing or technology arrangements, and performance-based contracting, but no related procurement action was taken. The board approved the prior hearing’s minutes and voted to lay over old business until October 21; the proposed budget itself was not adopted at this meeting.
