At its October 19, 2026 meeting, Cleveland City Council advanced and approved several procurement and funding measures. Items receiving first reading and referral for administrative and committee review included a three-year vehicle life-cycle workforce initiative with Roadworthy Inc.; a proposed noncompetitive contract with Sutphen Corporation for warranty repair and maintenance of a fire truck; and requirement contracts for traffic-signal support poles and installation. Council also passed measures authorizing agreements with the Center for Arts Inspired Learning for the Creative Fathers, Connected Families Project using Ward 9 neighborhood equity funds, Famikos Foundation for emergency meals using Ward 9 casino revenue funds, and Rail Station Cigar LLC for business financial assistance using Ward 5 neighborhood equity funds. The second-reading measures passed included youth programming contracts with Ohio City Incorporated, a Cleveland Guardians Charities grant for a summer baseball and softball program, forensic testing services with Cuyahoga County, a lease amendment for Cleveland Police Commission office space, and renewal of TMT Consolidated LLC’s vehicle-storage and impound-services contract. The IAC Center lease amendment and the extension of the data-center permitting moratorium each passed 11–1; the other measures were reported as passing 12–0.

Public commenters criticized the city’s surveillance-technology practices and said the city had issued a new RFP for automated license plate readers and other surveillance technology. One speaker alleged that the city lacked an active Flock contract despite a council renewal and raised concerns about transparency and enforceability of safeguards; these were public comments, not council findings. Council separately extended the moratorium on data-center permits until relevant regulations take effect or January 29, 2027, whichever comes first, also by an 11–1 vote. No specific contract values were stated for the newly considered measures; the $2 million Flock contract figure was cited by a commenter in describing earlier events.
