Richland County’s Transportation Penny Advisory Committee met in October 2026 (the meeting title lists October 19; the transcript gives October 18). Staff reported approximately $402 million spent from the $656 million roadway allocation and $37 million from the $80 million greenways allocation. Broad River Road widening had $13.6 million in expenses and Atlas Road widening $19 million. Staff also described ongoing and upcoming roadway, resurfacing, sidewalk, and greenway work: several projects had contractors starting, Resurfacing Package V was moving forward, and Broad River Road widening remained in construction. Crane Creek Greenway was entering construction, while other projects were in design or land acquisition. The Bluff Road sidewalk carryover project was estimated to be $9–10 million over budget. No contract award or new purchasing authorization was reported.
The committee approved the June 15 meeting minutes and, by unanimous vote, approved forwarding a staff recommendation on a Broad River Road widening segment to the ad hoc committee for further consideration; this was not approval of a construction contract. ASBO reported an outreach event showcasing 258 certified small and local businesses, including firms in architectural and engineering, construction, professional, and other categories. The next meeting was planned for November 16, in person, to support recording content for the State of the Penny presentation.
