At its October 19, 2026 meeting, the Johnston County Board of Commissioners approved staff entering contract negotiations with Bordeaux Construction Company, Inc. to provide construction-manager-at-risk services for the county DSS building and on- and off-site improvements. The motion passed; staff said it would return with a contract for approval. The board also heard a request for up to $900,000 in county project-specific funding toward a 12-inch water main serving the Town of Benson and the Vulcan Elements manufacturing facility, as part of a funding package described as targeting approximately $1.7 million. Commissioners discussed the project’s timing, funding and potential benefits for future industrial growth, but took no vote on the request. Consent agenda items included budget revisions of $7,394 for the Health Department, $10,142 for the Library and $153,249 for Inspections, as well as DOT-related additions and a temporary construction easement.

The board received an update on farmland preservation: the county has allocated just over $1.1 million over two years, which staff said had helped leverage more than $11 million in matching funds; five easements covering nearly 226 acres had closed, and additional applications were submitted. Staff also reported that the pesticide-container recycling program has received about $58,000 in grant funding since 2009. A proposed lower Neuse River water-supply project—including a treatment plant and transmission mains—was presented for information, with no procurement or funding vote. Public comment raised concerns about traffic, safety and property impacts from an annual Princeton event; commissioners said they were reviewing the concerns.
