The City of Kenosha Common Council meeting was held October 19, 2026. The mayor presented the proposed 2027 operating budget and 2027–2031 Capital Improvement Plan (CIP), which he said includes a 0.97% increase in levy spending, no service cuts, and no room for additional spending without a potential $3.8 million state penalty. The five-year CIP proposes more than $24 million for citywide street resurfacing and more than $46 million for flood-control and stormwater projects, alongside road, park, and facility improvements. The mayor also identified planned purchases or upgrades for police squad cars and police/fire radios, and replacement of nearly 20 fire engines during 2027–2028. The budget and CIP were presented for upcoming deliberations; no adoption vote occurred at this meeting.
The council approved two property-maintenance services agreements with Woods Can Do It Landscaping and Snow Removal LLC, a professional-services agreement with Rickert Milky for construction administration and review of the Tremper stormwater improvements, and final acceptance of Fire Station 7 Improvements Phase 2, completed by Camozzi Construction for $137,983. It also approved a resolution placing up to $2,828,876.10 in special assessments on the 2026 tax roll for water and sewer work, lead service line replacements, and related charges; the listed contract and agreement items passed unanimously. A disbursement record of $187,883,806.37 was approved. Public comments focused heavily on the proposed Microsoft data center and related power-plant impacts, with speakers urging a moratorium and public vote; no data-center action was taken. The council also approved Patrick D. Patten as city administrator, effective January 1, 2027.
