The City of Kankakee City Council meeting was held October 19, 2026. The council unanimously approved four urgent roof-replacement contracts with local contractor Langlois Roofing, waiving competitive bidding: Fire Station 2 for $66,300, Fire Station 5 for $124,250, Fire Station 6 for $101,800, and the City Hydroelectric Plant for $80,500—a combined $372,850. The city said the work is needed before winter and is related to storm and hail damage. Officials described using the TIPS purchasing cooperative, similar to Sourcewell, and said legal counsel is reviewing the process; the approach for future roof work remains undecided. A proposed $47,907 emergency repair contract with PSI for the Kankakee Neighborhood House was tabled until the first December meeting so the city can seek additional bids.

The council also approved changes to the ECDA rental-rehabilitation and moderate-income housing-rehabilitation programs: removing the termite-inspection requirement and raising the maximum assistance amount to $30,000 to reduce barriers, complete projects on the waitlist, and expend remaining ARPA funds by December 31, 2026. It approved a zero-dollar supplemental engineering-agreement amendment for completed sidewalk and roadway work, and an engineering proposal for the East Riverwalk project (the proposal amount was not stated). The city reported that the West Avenue project is fully funded at $5 million, with appraisals underway and offers to property owners anticipated. Routine bills were approved, including $784,997.32 for Environmental Services Utility and $37,304.35 for the Economic Development Agency.
