The City of Cheyenne Planning Commission met on October 19, 2026, to consider Unified Development Code amendments addressing data centers and temporary construction uses. Staff said the changes would consolidate existing requirements and codify agency practices, including noise and monitoring standards, fire-safety submittals, construction-site lighting and screening, and traffic studies for temporary construction sites with more than 100 employees at a time. Staff also described a five-acre threshold for certain construction-related permits. Commissioners and the public discussed noise—including low-frequency and tonal noise—lighting, construction duration, traffic, water and power use, setbacks, and effects on nearby county residents. No procurement, contract award, or spending decision was identified.
The commission approved several amendment sections, including public-records and development-agreement provisions, and advanced defined-terms and water/sewer and utility amendments, with changes. It incorporated an alternative noise-limit table, amended noise time provisions, and approved a 1,000-foot separation for workforce accommodation quarters from schools, churches, or residential areas. For the data-center section, commissioners approved adding part of a public-comment classification table and proposed setback provisions, including distance requirements tied to on-site power generation. A motion to postpone that section for further work was raised, but the transcript does not capture its final disposition. The power-generation item had been postponed to the November meeting.
