The City of San Angelo Planning Commission met on October 19, 2026, to consider plats, rezonings, conditional uses, a sign variance, and planning policies. The commission approved the Houston Heart Commercial Park Section 6 plat and meeting minutes on consent, 5–0. It also approved two Meridian subdivision plats, each subject to conditions for water and sewer mains, road construction, drainage review, and a temporary turnaround where applicable. The commission approved a replat of the C.L. Cunningham subdivision and recommended changing the site’s zoning from general/heavy commercial to RS5 infill residential. Other zoning and development requests—including light manufacturing at 3530 Smith Boulevard, RS4 zoning for Ardan Heights, and a mixed-use planned development at 1504 Metaf—were approved or recommended for approval; a request to abandon a portion of Clover Drive was tabled at the applicant’s request. A Freeland Avenue park sign variance allowing a 12-foot sign rather than the 8-foot limit was approved. No contracts, bids, or vendor selections were discussed.

The commission discussed proposed changes to the city’s open-structure overlay rules for carports, but took no action on the policy. Members also raised concerns about vacant and dangerous buildings. Staff said the demolition program has a $50,000 annual allocation, with some demolitions costing about $20,000 each, and described plans to review the program and related issues through the comprehensive-planning process. A motion was made and seconded to move the December meeting from the 21st to the 14th, but the transcript does not capture the vote.
