At the October 20, 2026 Lane County Board of Commissioners morning meeting, the board approved a three-year tentative agreement with AFSCME Local 2831’s Physicians Unit by a 5–0 vote. The estimated additional cost is $1,233,327–$1,673,977 over three years; terms include 2% salary-table increases in the first two years, cost-of-living adjustments in years two and three, and two one-time $3,500 payments to represented employees. The board also approved a rural renewable energy development zone designation (5–0), which can provide qualifying investments with tax exemptions; the program has a $250 million investment cap. The board adopted the Housing Land Banking Program (5–0), authorizing staff to begin implementation, including identifying and preparing land for housing and later seeking developers through an RFP-style process. No specific funding allocation for the program was stated.
The board approved a first reading of the Holly Creek Quarry land-use ordinance and set a second reading and public hearing for November 3; final approval was not taken. It also voted 5–0 to set a November 3 public hearing on QKA Health Corporation’s requested tax-exempt bond issuance, which would finance the acquisition of substantially all Quorum Healthcare assets and a planned 16,000-square-foot satellite emergency department in West Eugene. Staff said the county would have no obligation to issue, repay, or oversee the bonds. Separately, the board directed staff to return with a proposed interim policy on non-disclosure agreements involving data centers and undisclosed industrial facilities; no policy was adopted at this meeting.
