The City of Boise E-Mobility Task Force met on October 19, 2026, to discuss possible recommendations on e-bike, e-scooter, and e-moto safety, including Greenbelt speed limits, age and helmet requirements, enforcement, and public education. A Greenbelt speed study covering more than 24,000 users found average speeds near 11–12 mph at the sampled sites, with higher speeds on open stretches and many of the fastest readings during less-congested periods. Members discussed the study’s limits, including that the radar data could not distinguish e-bikes from conventional bicycles or other devices. No motions or votes were reported; the task force plans to continue developing recommendations for later consideration by the mayor and City Council.
The group also reviewed town hall feedback and discussed improving youth outreach, crash data collection, and communications. City staff described Boise’s annual Lime agreement, which allows up to 1,500 devices at a time—1,200 scooters and 300 e-bikes—and provides for device speed restrictions in certain locations or events. Members raised concerns about scooter parking and use, but no contract award, amendment, purchasing decision, or spending allocation was made. The task force will focus on community engagement in November and continue refining recommendations in December.
