The Norwalk Water Pollution Control Authority meeting on October 19, 2026, unanimously authorized up to $750,000 for three years of additional on-call professional engineering services from Wright-Pierce. The ceiling covers anticipated pump-station work, including Keelerbrook construction administration and possible work at other pump stations; staff said the existing amendment expires in early 2027. Members questioned whether Keelerbrook costs were additional, and staff clarified that the $750,000 is the total authorization, not an amount on top of those costs. The board also unanimously authorized establishing and funding a separate operating account for 493 Connecticut Avenue to track costs for the future Keelerbrook pump station property, including interim maintenance and security pending demolition.

Staff reported that Norwalk has a $1.5 million CIF grant allocation for the collection system, still awaiting the governor’s signature. Project updates included 90% design for final settling tank upgrades by Arcadis, bid-document development by Brown and Caldwell for sewer separation work, and 60% design submissions from Tighe & Bond and Wright-Pierce for the Keelerbrook site and pump station. Staff also cited approximately $177.3 million in projected future WPCA projects, including wet-weather flow reduction and treatment-plant upgrades. Beacon Street sewer construction is behind schedule due to difficult site conditions and utility conflicts; no related spending vote was taken.
