The Matanuska-Susitna Borough Planning Commission meeting was held October 19, 2026. The Commission approved Resolution 26-20, amending Bad Grammar’s conditional use permit for its marijuana retail facility to allow hours of 9 a.m. to 8 p.m. daily. The Commission chose a fixed schedule rather than allowing hours up to the broader state limit. Staff reported no prior violations and no public comments on the application. During public testimony, the owners also warned of fraudulent invoices impersonating the Borough; staff said it had contacted authorities and would modify permit applications and verbally alert applicants to the scam.
The Commission adopted Resolution 26-21, recommending the FY 2028 Capital Improvement Program for Assembly consideration; this was a recommendation, not an appropriation or contract award. Staff reported 12 nominations, of which nine qualified, and described eligibility rules including project costs from $20,000 to $1 million. Public comments supported a vault toilet at Matanuska Peak Trailhead (ranked fourth) and a South Knik River Community Council building expansion for emergency supplies (ranked third). The FY 2028 CIP is scheduled for Assembly review in November and December, with potential funding considered during spring 2027 budget deliberations. Staff also noted a separate announcement of $250 million for completion of the rail extension; no Borough procurement action or vote on that funding occurred at this meeting.
