The City of Kalamazoo Committee of the Whole met on October 19, 2026, to review the draft Imagine Kalamazoo 2035 strategic vision and discuss the path to implementation. City staff recommended approval of the ten-year vision, developed through more than 5,100 community contacts, and outlined next steps including a master plan, implementation strategies and measures, departmental planning, and a proposed citywide governance strategy to identify future staffing, technology, and budget needs. The discussion connected the vision to future budgets and infrastructure planning, including housing, transportation, land use, stormwater, and neighborhood improvements. The Foundation for Excellence executive director reported approximately $250 million invested in the city over nine years, including about $68 million in aspirational investments expected this year, more than $120 million for property-tax relief, and over $50 million for the general fund; he said aspirational investments depend on alignment with an adopted city plan. A county housing official also noted that more than $10 million was available in the current county housing-millage funding round. These were funding updates, not city contract awards or purchasing approvals.

Commissioners questioned whether the draft clearly expressed Kalamazoo’s long-term direction and consistently distinguished its goals from guiding principles, and raised concerns about population growth, accountability measures, operational excellence, and the limited explicit treatment of gun violence and the Blueprint for Peace. Staff described plans for implementation metrics, more frequent progress updates, and public reporting. The commission did not vote on the strategic vision during this work session; the item was scheduled for the regular meeting later that evening, and the Committee of the Whole adjourned with the discussion unresolved. No RFPs, vendor selections, contract awards, or bid approvals were identified.
