The City of Bangor Government Operations Committee met on October 19, 2026. It recommended accepting and appropriating up to $6,000 from Johns Hopkins University, as a partner on an NIH grant, to support staff time and community planning to improve access to PrEP; the director said the city would not need to contribute taxpayer funds to this planning or to a potential later implementation grant. The committee also discussed Community Development Block Grant support for local services: $10,000 for The Well (its requested $5,000 heating-assistance portion was not appropriate because the church covers its heating), funding for Manna, and an as-needed warming shelter at Together Place. Staff reported that the proposed public-services allocations would total about $132,000 against a $155,733 cap, leaving approximately $23,733. The committee voted to recommend moving the service-funding items to the full Council, with funding from CDBG; the precise allocation for the warming shelter and confirmation of Manna’s need remained to be finalized. Members discussed using a contract with costs responsive to actual shelter operations, monthly invoicing and financial reporting, and whether unused funds could support heating assistance. No vendor selection or conventional procurement award was made.

The committee also voted 3–2 to recommend ending remote Zoom participation at Council meetings, while retaining accommodations required for people with disabilities; this was a recommendation to the full Council, not an adopted policy change. Members discussed whether to move public comment to the end of meetings but made no recommendation to change its timing. No other procurement activity was identified.
